Presidential Office head Kyrylo Budanov says deep strikes cannot win a war by themselves and only work in combination with conventional military operations. He described long-range strikes as a means of support, influence and coercion rather than a decisive tool on their own. Budanov pointed to Russia's use of ballistic and cruise missiles and long-range drones against Ukraine, saying that despite the bombardment, Moscow has been unable to force Ukraine to capitulate.
