Russian Foreign Minister Sergey Lavrov blamed the Biden administration, NATO and Kyiv for Russia’s February 2022 invasion of Ukraine. He claimed NATO and the Biden administration rejected Moscow’s security proposals in December 2021 and alleged that Kyiv was preparing to seize Russian-controlled areas of Donbas by force. Lavrov said Russia was therefore “forced” to launch what Moscow calls its “special military operation” in February 2022, adding that Ukraine requested negotiations a week later.
