Senior presidential secretary Sung Ki-hong expressed “deep regret” over what he called Ukraine’s unilateral disclosure and subsequent false claim that no confidentiality agreement existed. Seoul said the episode damaged trust between the two governments and could prompt further measures. Ukraine has not yet responded.
