The Rosneft-owned plant, around 200 km southeast of Moscow, is Russia’s third-largest refinery and accounts for roughly 5% of national crude refining capacity. Its designed processing capacity is 17.1-18 million metric tons of crude annually, with production including gasoline, diesel and aviation fuel.
