Ukraine’s next stage of army reform will focus on changes to recruitment and mobilization, Defense Minister Mykhailo Fedorov said after an online meeting with more than 300 servicemembers from 168 brigades and corps. He said the first phase aims to strengthen frontline units, improve conditions for infantry and assault troops, and make rewards fairer and tied to real risk and completed missions.
