Ukraine’s June 18 strike hit key primary and secondary processing units at the Moscow refinery, following a June 16 hit on an ELOU-AVT-6 unit. The refinery has capacity of about 12 million tons of oil per year, built around two AVT-6 units. The latest strike hit the KUPN complex, which includes the second AVT-6 unit, creating a major disruption to fuel production for Moscow and the wider region.
