NATO Secretary General Mark Rutte visited a thermal power plant in Kyiv that was attacked by Russia overnight. Energy Minister Denys Shmyhal said talks focused on strengthening protection of heat and power facilities, as well as air defense systems and missiles.
Ukrainian Foreign Minister Andrii Sybiha called for changes to the IAEA statute to punish states that undermine nuclear safety. He said the statute lacks measures against countries that violate safety rules while retaining full decision making rights within the agency.
