According to Ukrainian intelligence cited in the analysis, Russia produced around 200 converted RM-48U missiles in 2025 and plans to manufacture more than 480 in 2026. The missiles are less accurate than Iskanders but increase the number of high-speed targets Ukraine must defend against.
