Second, equal Ukrainian and Russian troop withdrawals to create a buffer zone operating as a free economic zone, potentially under third-party administration. Third, determining what guarantees and actions the EU and NATO are prepared to offer and what steps Ukraine is prepared to take. Zelensky said elements of the proposal “could be realistic.”
