The 15-million-ton-per-year plant, one of Russia's 10 largest and a fuel supplier to the Moscow region, lost two of its three primary processing units: AVT-3, 40% of capacity, and AVT-4, 33%. Only AT-4 remains operating, accounting for 27% of capacity.
