Lavrov claimed the world could have been without the war for a year if Europeans had not persuaded the US to abandon the "Anchorage proposals." Marco Rubio gave a different explanation in July after meeting Lavrov in Manila. The US Secretary of State said the proposals failed because Ukraine rejected them: "You can't have a peace deal unless both sides agree to it." Rubio added that the proposal was unacceptable to Ukraine then and was probably even less acceptable now.
