The legislation targets senior Russian officials, oligarchs and their families, banking and energy companies and Russia's shadow fleet. It also gives the president authority to impose tariffs of up to 100% on goods from countries among the five largest buyers of Russian oil and gas, potentially including China and India, while providing broad waiver powers.
