Russia is fast-tracking Rassvet, its planned counterpart to Starlink, according to Ukraine's HUR. Moscow launched 16 satellites in March 2026 and plans to build a 292-satellite constellation in 2027, expanding it to 924 satellites by 2035. For now, Rassvet can operate only intermittently when a satellite passes over Ukraine. HUR says discussions are already underway on how to counter the system.
