Maj. Gen. Nikolai Varpakhovich commands Russia's 22nd Heavy Bomber Aviation Division, a strategic aviation formation involved in long-range cruise missile strikes against Ukraine. Ukraine has pursued him as a suspected war criminal since at least 2023, accusing him of involvement in attacks on civilian and energy infrastructure that killed 61 civilians and wounded 139 between October 2022 and February 2023.Ukrainian investigators have linked Varpakhovich to several deadly attacks. They accuse him and another commander of planning the April 23, 2022 Kh-101 strike on Odesa's Tiras residential complex, which killed 8 civilians and wounded 18. He has also been implicated in the April 2023 Uman apartment strike and the June 2023 Kryvyi Rih attack, which killed 13 civilians and wounded more than 30. Most recently, the SBU accused him of personally ordering the July 8, 2024 Kh-101 strike on Kyiv's Okhmatdyt Children's Hospital, which killed 2 people and wounded dozens. The EU sanctioned him in 2024.
