He ruled out any settlement that would effectively reproduce NATO membership for Ukraine and said Russia would not refuse talks when it believes negotiators intend to address the issue rather than issue ultimatums. Lavrov added that Moscow would continue pursuing its objectives by military means while negotiations continue.
