The 'Pelican' system is assumed to be Ukraine's FP-7. A ground-launched, short-range ballistic missile developed by the Ukrainian defense company Fire Point. With a confirmed range of 200-300km, it was not used to strike Moscow (out of reach) but other targets instead.
