Brig.
Brig. Gen. Andrii Biletskyi confirmed he was offered command of Ukraine’s Ground Forces to lead reforms but declined the position. He said he sees ways to improve combat training, but does not believe mobilization can be replaced in the fifth year of war, even if the system can be improved and abuses reduced.Biletskyi said mobilization is one of the Ground Forces commander’s key responsibilities and argued there is little point taking on a task he does not believe he can meaningfully improve. He added that he considers himself more effective in direct command. His Third Army Corps and the newly created Center grouping are already involved in issues ranging from personnel training reform to new principles for army air defense.
