Ukraine's Defense Ministry says private businesses will be allowed to participate in building underground facilities for defense-industry enterprises. The changes give private capital access to simplified construction and permitting procedures. Once completed, protected production sites can be transferred to defense companies for ownership, lease or use, with the goal of accelerating expansion of production capacity.
