A major blackout hit Russia’s Kaliningrad exclave around midnight, affecting parts of Kaliningrad city and several surrounding towns. Russian officials say emergency protection systems at the 900 MW CHP-2 plant shut down part of the equipment, but have not explained what caused the system to trip. Load was shifted to other generating facilities and power is gradually being restored. There is scattered speculation about sabotage or an attack, but no evidence has been presented.
